Breaking News!

The 2009/2010 (Orange) RPP passes for Area 9 have been extended until March 31st, 2010.

FHNA does not believe that the Parking Authority’s new computer system (T2) is currently able to provide the level of administrative competence necessary to successfully renew the Area 9 RPP program in 2010. FHNA has requested that the 2010/2011 renewal be postponed until certain basic criteria are met, including reinstating many of the safeguards that were previously in place but which are not being applied under the new system.

The Parking Authority has acknowledged the seriousness of the situation and have agreed to this request.

The Parking Authority is liaising with Parking Enforcement to ensure that all of the Area 9 passes remain valid until March 31st, 2010.

At this time the Parking Authority website is not open for 2010 renewals.

The Federal Hill Neighborhood Association will continue to work on your behalf in this matter and will endeavor to keep you informed as to any new developments regarding the upcoming renewal.

RPP – Things You Should Know

The Parking Authority does not accept cash payments

RPP Decals must be permanently affixed to the lower left hand corner of the vehicle’s windshield.

Decals must be affixed only to the vehicle for which it was issued.

Any decal not affixed, affixed with glue or tape or other temporary means will be considered invalid and subject to fines and penalties and/or loss of privileges.

Visitor permits are issued solely to the residents for the use of their visitors.

Visitor permits must be displayed face up on the vehicle’s left side of the dashboard.

Please refer to the reverse side of your Decal or Visitor Permit for information and regulations.

Visitor Permits may not be laminated!

All permits , whether purchased at renewal time or through the course of the year, will expire according to the date indicated on the face of the permit unless otherwise authorized by the Baltimore City Parking Authority Inc.

Q: What documents do residents need to qualify for an RPP permit?

A: 1.Current Vehicle Registration with the corresponding RPP address listed

Q: What if my vehicle is not registered in my name?

A: You must bring in a notarized letter from the owner stating their permission for you to drive the car and participate in the RPP program.

Q: I am living in Baltimore temporarily. Can I participate in the RPP program?

A:Yes. Please click here for a link or call 1-800-950-1MVA(1682) to contact the Maryland Department of Transportation’s Motor Vehicle Administration to apply for a Non-Resident Permit. Students and members of the military must provide a current ID.

Q: Can I apply for an RPP permit or renew my permit online?

A: Up to four registered vehicles per household can receive a RPP permit.

Q: I have a parking pad or garage on my property. Can I still get an RPP permit?

A :If you have more vehicles than existing off-street parking spaces, RPP permits can be issued for the vehicles that need to park on-street. You will be required to prove this when you collect your parking permit

New Residents

Welcome to Federal Hill! You will need to either apply for you permit online at http://baltimorecity.gov/government/parking/rpp/index.php before you move into Area 9 or in person at the Parking Authority offices as soon as possible. No matter which route you choose the passes will NOT be mailed to you so you will be required to visit the Parking Authority offices in person to sign for and collect your passes. Baltimore City recognizes that you may not have all of the necessary registration paperwork completed when you first move to the area so, providing you can demonstrate your residency at your new address, they will often issue a temporary permit to allow you time to make the necessary changes to your vehicle registration.

 

You will be able to pay for your permits online or in person when you collect them. Payment must be made by credit card or by check as the Parking Authority does not accept cash.

Current Residents

Area 9 permits expire each year on the last day of February. Beginning in January of each year current residents will be able to complete the online application for new permits. The permits will be available for collection from the Parking Authority offices on Lombard Street. However, the Parking Authority offices are only open Monday to Friday from 8am to 5pm. Therefore, as a courtesy to all the residents of Federal Hill, the Neighborhood Association hosts a permit pick-up meeting one evening in February to allow residents to pick up their permits outside of usual office hours and to avoid Downtown parking and traffic issues. This meeting is held in our usual function room at the Christ Lutheran Church, 701 S. Charles, during the week before the new permits come into affect. The exact date of the permit pick-up is determined in January and posted accordingly

 

All residents collecting their permits at this meeting will be required to show the same paperwork as if the permits were picked up directly from the Parking Authority offices.

 

Payment must be made online or in person at the Parking Authority Offices (no cash is accepted at this office) – no payment of any kind can be accepted at the permit pick-up meeting.

RPP General Rules and Regulations

You must be a resident of an RPP area with a current vehicle registration to obtain a residential parking permit. In accordance with Article 31, Section 83, of the Baltimore City Code, a permit will not be issued to a commercial vehicle. (Commercial vehicle is classified as one of the following: has logos or advertisement; is loaded with supplies or equipment; and, is designed to carry 10 or more passengers.)

Vehicles Must Be Registered to an RPP Address

Exceptions are:

  • Enrollment in a local educational institution (A copy of the school registration or student identification for the current year, required proof of residency, and current vehicle registration.)

  • A member of the Armed Forces (Identification card must be provided, required proof of residency and vehicle registration.)

  • Sufficient notarized documentation to certify exclusive use of a vehicle not registered in their name. (Required proof of residency and current vehicle registration.)

  • Dual residency (See provisions below.)

Note: Maryland Law prohibits local authorities from issuing an RPP permit in excess of 30 days to any vehicle registered outside of Maryland unless the owner of the vehicle has obtained a Maryland MVA Nonresident Permit. A copy of the processed MVA Nonresident Permit application (form VR-111) must be presented to the Parking Authority of Baltimore City (PABC) in order to obtain an RPP permit in excess of 30 days. A nonresident Permit does not negate the requirements for an RPP Permit. For MVA Nonresident Permit application information please contact the MVA office at 1-800-950-1682.

Once you have properly registered your vehicle with MVA, please return and submit your new vehicle registration or new change of address card to the Parking Authority of Baltimore City.

Required Proof of Residency

A current lease, *settlement papers (less than 30 days old), landlord’s notarized statement, current vehicle registration, driver’s license MVA NRP application processed receipt, MVA identification card, current house phone bill, utility bill or cable bill (less than 30 days old showing applicant’s name and address) will be accepted as proof of residency.

*Month to month or automatic renewal leases require additional documentation. (Current house phone bill, utility bill, or cable bill.) All letters to this office must be notarized. Verbal confirmation cannot be accepted. Permit requests are not processed through the mail.

Residential Parking Program Background

As is the case in any large city, the excessive demand for a very limited supply of on-street parking spaces represents a huge and often times extremely frustrating challenge for both the residents and visitors to the City of Baltimore.

The Baltimore RPP Program was begun in 1979 in an effort to address the specific needs of residents in City Neighborhoods where the demand for on-street parking was considered to be greatest. Participating neighborhoods elect to do so through application by petition to the City of Baltimore through the Baltimore City Parking Authority.

Since its inception, the RPP Program has grown to include 40 designated RPP Areas each designated with its own specific number or letter. Parking in each of these areas is restricted to some degree to provide preferential parking privileges only to those residents and their guests who display valid Residential Parking Permits and Visitors Passes on their automobiles. These permits and passes are issued and valid for a one-year period from the designated annual renewal date for each specific RPP Area. Residents must re-apply every year.

As is the case with any privilege, your receipt of RPP’s and/or Visitors Passes requires your complete understanding and acceptance of a very specific set of Terms, Conditions and Regulations that have been instituted to assure your continued safety and convenience as a resident of the City of Baltimore.

Welcome to the Federal Hill Neighborhood Association’s guide to parking within Area 9 of the City of Baltimore’s Residential Parking Program. The entirety of Area 9 is contained within the boundaries of FHNA and the neighborhood association provides a volunteer to serve as a liaison with the Parking Authority of Baltimore City; the agency that manages the Residential Parking Program.
